At FAN, our case managers deliver intensive, one-on-one case management services focused on substance use. We help individuals identify priorities, work toward their goals, and increase day-to-day stability.

Our team takes a practical, client-driven approach grounded in real-world needs and recovery tools. This work contributes to reduced repeat legal involvement, stronger coordination with law enforcement, and more informed public understanding of substance use.

FAN recognizes that the legal system alone is not equipped to address the complexities of substance use. Our program promotes coordinated efforts among law enforcement, prosecutors, service agencies, and other local partners to respond more effectively.
This approach helps reduce jail overcrowding, lowers related costs, and contributes to more stable outcomes for individuals and the broader system.


Jail Diversion Champion:
The Sterling Heights Police Department has partnered with FAN to provide officer-led intervention for individuals who come into contact with law enforcement due to unmet personal or mental health-related challenges. These individuals are referred to FAN for case management, treatment coordination, and ongoing recovery services.Charges are held in abeyance while the individual completes a treatment plan within approximately 12 months.
How does a case manager help individuals in the jail
diversion program?
Case managers offer a wide range of services, including help with obtaining vital documents, navigating court requirements (if applicable), communicating with probation or bond officers, and assisting with housing, employment, income, education, and other practical needs.
Where are FAN jail diversion services located?
Currently, FAN offers jail diversion services in Macomb and Bay Counties.
What charges are eligible for diversion?
With our present jail diversion partners, the following charges are eligible for diversion: Retail Fraud 2 and 3; Possession of Drug Paraphernalia; and Possession of Controlled Substance.
